Guest messaging for hotels in India: WhatsApp, SMS or an app?

Guests in India already message hotels. The real questions are which channel, under which rules, and what is worth sending at all. The rules as they stand in October 2026.

For most hotels in India, WhatsApp should be the main guest channel, with SMS as a fallback and an app only for groups with many repeat guests. WhatsApp needs the guest's opt-in, and after 24 hours of silence only approved templates; SMS needs DLT registration with TRAI; and India's data protection law asks for clear consent before marketing. Send fewer, useful messages: a confirmation, one arrival note, and good replies.

Guests in India already message hotels: on WhatsApp, by text, through OTA inboxes, and by calling the desk. The question for a hotel is not whether to message guests, but on which channel, under which rules, and what is worth sending at all. This guide covers the three options as they stand in October 2026. It is a practical summary, not legal advice.

Which channel should a hotel in India use for guest messaging?

WhatsApp first, SMS as a fallback, and an app only in special cases. WhatsApp is where most Indian guests already are: the Government of India has cited 53 crore WhatsApp users in the country, a 2021 figure it credited to outside analysts. SMS reaches every phone but rarely becomes a conversation. An app makes sense mainly for hotel groups with many repeat guests.

What are the WhatsApp rules for hotels?

Three rules matter most, and the policy applies to the free WhatsApp Business app and the paid platform alike:

  • Opt-in first. WhatsApp's Business Messaging Policy lets a hotel message a guest only once the guest has shared their number and agreed to hear from the hotel by name. The agreement can be collected on a booking form or a registration card, and opt-outs must be honoured.
  • The 24-hour window. A hotel can reply freely for 24 hours after the guest's last message. Outside that window, and for any first message, it can only send a template Meta has approved.
  • A person must be reachable. Automated replies are allowed inside the window, but the guest needs a clear way to reach a member of staff.

Templates come in categories, and the category sets the price. Meta's template rules treat an order confirmation as a utility message, but a template that mixes in an offer counts as marketing. A booking confirmation with check-in details is utility; add a room-upgrade offer and the whole message becomes marketing.

How much does WhatsApp cost a hotel in India?

Since 1 July 2025, Meta has charged per message delivered, by category. At the rates Meta set for India from 1 October 2026, a utility template, such as a booking confirmation, costs about ₹0.12 and a marketing message about ₹0.86, before any fee your WhatsApp provider adds.

Replies inside the 24-hour window used to be free. Since 1 October 2026, Meta's pricing page gives each business number 1,000 free service messages a month and charges for replies after that. A small hotel may stay within the free allowance; a busy one should budget for it.

Should a hotel use the WhatsApp Business app or the platform?

The free Business app suits a hotel where staff reply by hand from one number. Its terms bar connecting outside software without WhatsApp's written consent, so automation, a link to the PMS or AI-assisted replies need the WhatsApp Business Platform, which is paid per message and usually reached through a provider. Many hotels start on the app and move when one phone is no longer enough for the team.

What are the SMS rules for hotels in India?

Every business SMS in India runs through TRAI's registration system, known as DLT. Before sending, a hotel registers as a sender with a telecom operator, registers an 11-character sender ID, and registers each message template. Three more rules catch hotels out:

  • Links must be whitelisted. Since 1 October 2024, an SMS carrying a link is blocked unless the hotel has whitelisted the link on the DLT platform.
  • An offer makes the message promotional. Under TRAI's 2025 amendment, promotional content mixed into a transactional or service message turns the whole message promotional, which needs an opt-out in the message itself.
  • Enquiries expire. Under TRAI's latest amendment, notified in September 2026, a written or online enquiry lets a business follow up for seven days.

What does India's data protection law mean for guest messages?

The Digital Personal Data Protection Act, 2023 separates two kinds of message. Messages a guest needs for the stay they booked, such as the confirmation, check-in details and directions, can rest on the purpose the guest gave their number for. Offers and marketing after the stay need consent that is free, specific and informed, a plain notice of what the hotel will send, and a way to withdraw that is as easy as agreeing was.

Most of these duties take effect in May 2027, eighteen months after the rules were notified in November 2025. That is time to fix booking forms and registration cards, not a reason to wait. Check your own wording with a lawyer.

What should a hotel send a guest, and when?

Less than most hotels think. One stay needs only a handful of messages:

A simple messaging plan for one stay
WhenMessageOn WhatsApp
At bookingConfirmation: dates, room, price, how to reach the hotelUtility template
One or two days before arrivalArrival details: check-in time, directions, ID needed, and a question about arrival timeUtility template
When plans changeA reply that adjusts the stay: dinner before the kitchen closes, a cot, a late check-inReply inside the 24-hour window
During the stayReplies to requests, each with an owner and a timeReply inside the window
After checkoutA thank-you, and a review request only if the stay went wellTemplate; marketing needs consent

The hotels guests remember are not the ones that message most. They are the ones that answer the message that matters, as in our story of a late arrival and a closed kitchen: one useful message at the right time beats five automated ones.

What should a hotel set up before messaging guests?

  1. Add a clear opt-in line, naming your hotel, to the booking form and registration card.
  2. Choose the WhatsApp Business app for manual replies, or the platform for automation and a PMS link.
  3. Get two templates approved to start: a confirmation and an arrival message.
  4. Keep offers out of confirmations, on WhatsApp and SMS alike.
  5. If you send SMS, register on DLT and whitelist every link.
  6. Give every incoming message an owner, whichever channel it came through, as in our guest-request workflow.
  7. Make opting out easy, and honour it everywhere.
  8. Write down what guest data you keep, why and for how long, before May 2027.

Quickgick reaches guests on WhatsApp and the web, and it is designed to send fewer, better-timed messages: noticing when a reply matters, and staying quiet when nothing useful needs saying. It is in private preview, and hotels can apply for the pilot.

  • WhatsApp needs the guest's opt-in, and outside 24 hours of their last message, only approved templates.
  • Since 1 October 2026, replies inside the 24-hour window are free only up to 1,000 a month per number.
  • SMS needs DLT registration, registered templates and whitelisted links.
  • Messages a guest needs for the stay are one thing; offers need separate consent and an easy way out.

Frequently asked questions

Can a hotel message guests on WhatsApp without permission?

The WhatsApp Business app is free for manual replies. The WhatsApp Business Platform charges per message: in India from 1 October 2026, about ₹0.12 for a utility template and ₹0.86 for a marketing message, with 1,000 free replies a month per number inside the 24-hour window.
